AbstractA major redirection of federal educational policy has occurred in the past 5 years. The criteria presented in support of this argument encompass both substantive and procedural issues: the substantive content of the policy preferences in education being discussed and acted upon at federal, state, and local levels; and the procedural issues that deal with the role of governmental levels in policy development and administration. The following nine policy preferences are cited with specific supportive actions and emphases: (1) disestablishment of the Department of Education (a reduced federal role in education); (2) institutional competition (breaking the monopoly of the public school to stimulate excellent performance); (3) individual competition (recognizing excellence to stimulate excellence); (4) performance standards (increasing minimum standards for teachers and students); (5) focus on content (emphasis on basics to ensure performance in critical instructional areas); (6) parental choice (parental control over what, where, and how their children will learn); (7) character (strengthening traditional values in schools); (8) devolution (continued transfer of educational authority to state and local levels); and (9) redirection (replacement of policy emphases in the federal role prominent in prior administrations).
